This case is based on situations I've genuinely been in. As Chief of Staff at Jakarta Smart City under the DKI Jakarta Governor's Office, I sat inside government digital transformation from the inside — the politics, the procurement constraints, the stakeholder misalignment, the pressure to show impact fast. As Vice Director of KORIKA, Indonesia's national innovation committee, I saw how AI roadmaps look on paper versus what actually gets implemented. In government and BUMN work, the hardest part isn't the roadmap — it's knowing what to sequence first and getting alignment before momentum dies. This case tests exactly that.
